I think the money was partially the issue, but I don't think it was the total picture.
You have to remember that after 1987 / 1988 they were no longer welcome at some of the smaller 10,000 (or so) seat places due to the overwhelming number of people that showed up without tickets. It became a logistical nightmare for these places to contend with crowds outside the show that were sometimes almost as large as the crowd inside the show.

If I had to guess, I'm sure the band would have much preferred to continue playing venues like the Greek or Alpine or Red Rocks, et al. It was mostly about the crowds and not the money that kept them from being able to play these type places any longer.
